I am gonna upgrade my current motherboard and cpu , and i need to know a few things , do i need to factory reset my pc first? then install the new parts , or do i need to install the new parts , start up the pc , and then factory reset?

 

and how do i find out what cables go where , when installing a new motherboard? i could use all the help and info.

install the new parts and then boot, and format+clean install windows

As @Enderman said. You should definitely format and do a clean install after the hardware installation, trying to boot from a drive that has windows installed on it from another machine will be a mess (drivers and such things).

In order to to format do i need to boot up the pc with the cd inside right? , and use it as a boot option , and delete everything in my hard drive , and then install it?

That's correct, once the installation has begun you will be given the option to format the drive. Once you format, everything on the drive will be "deleted" and you will be given the rest of the options to install the operating system.
