I'm pretty sure you can't run those games at max with $500 unless you do some wicked overclocking. Here's a build I made for $500 USD:

Down the line I would suggest upgrading the CPU to an i5 and maybe getting an SSD. a Western Digital Black is a very good hard drive for housing games and should do decent in the way of load times.

You are hilariously wrong on that. Just look for a used CPU, since CPUs never die... unless they're over a decade old and overclocked out the ass, and look for a decent motherboard that's of the "Like New" condition. However, if you're completely against this idea, then what CoD game are you looking to max out? The last 3 games required a pretty beefy PC to handle maxing out for some rather stupid reasons.

MW3 you can do no problem, BO2, probably be fine too, but BO3 and Advanced Warfare are not gonna happen on a $500 budget.

This is the best I could come up with. It's small, it has an SSD, and the FX-6300 is a great chip for $100, topping it off with a GTX 960 will handle any game you want just about. I don't know about Ultra settings for most newer titles, but it should handle whatever you need.
