All depends. Do you have peripherals already? If not, then you still gotta buy a keyboard, mouse, etc. Quite frankly I think that the monitor would be the biggest impact on your budget. My friend has around $2,100 to spend on his computer and he still needs a monitor which will probably take at least $300 of that budget.

This might just be out of your budget but this is what i can come up with

g3258 

$100 motherboard (probably could save some money here)

Corsair cs (something)

Corsair 100r

Kinguin windows license (if you are okay with it and don't want to use linux)

Seagate or WD 1tb or 500gb HDD

750 ti if you can afford it. 

 

If you don't have peripherals then you're fucked.

I'm not sure what a Kinguin Windows License costs but here's a PC I whipped up for under $387 US which is approximately $500 CAD

Id say thats pretty good despite the fact that he would be spending more with intel and less with AMD.  AMD is alot less expensive and pretty decent for performance.  Especially in the GPU department.  If i were you id go with

 

AMD A6-5400k with a 500watt silver rated PSU by EVGA and any Gigabyte FM2+ mobo of your choice

For the Graphics card i would recommend an r7 370.  Not the best card but its a decent card your your budget.

 

I added all of the money up so far and long story short, this leaves you with 116 dollars Canadian to buy whatever case you want and a Hard drive of your choice, also ram.  Also use the OS from the quoted comment.  Hope this helps

For that kind of budget I strongly recommend going used. You just won't get that much value in the Canadian market for that.

Are you in a major city? Craigslist would be the first place I'd start to look.

 

Don't get a G3258 if you want to play any AAA titles, the dual core set up simply can't handle it. Try going for an AMD 840. You should be able to grab an excellent deal on a used video card, like a 280(x). Also, grab an SSD. Should be able to get one for around $35.

Yes that can be better in some cases.  Id say from personal experience that you should spend more in the beginning so that you dont have to spend more in the long run from faulty parts or just them dying out from usage from beforehand.  Again my opinion

Depends. You can almost always RMA ram, regardless if you were the one that purchased it or not.

Video cards, just ask questions. It's pretty unlikely that they'll fail.

CPU's all have a three year warranty from initial production run, also no proof of purchase required.

The only real issue might be the motherboard, but it's not hard to find brand new ones for deeply discounted prices.

 

Smart shopping always pays off. I basically got my current rig for free due to the deals I found.
