Letter color changing between blue and red when I move my window?

I got a new PVA panel monitor.

I noticed that when I move my window, some of the letters that are supposed to be black keeps changing their color from blue and red (like it is passing the blue and red LED bulbs(?) under it).

Not all letters are showing this anomaly however. The letters on the windows title bar(?) always remain a solid black. The letters in the web browser are also unaffected.

It is just the folder and file names that has this weird effect. I don't think I ever noticed this in my previous IPS monitor.

I'm not sure if this has something to do with the panel type, or is it related to something else entirely?

 

And what I'm most interested in is, is this somehow fixable?
