Faking working fan?

Dear Communitie, 
I'm working on a Dell Inspiron 11 3000 series 3137.
It wont boot. 
I think it's because the fan has failed. Any ideas how to fake a working fan so the boot proces can continue?

 

The battery light works. and the power on light turns on, The hard drive starts to spin up, but stops abruptly after 3 seconds. 
Screen does nothing. no backlight. fan never spins. Fan is 5 volts 0.5 amps and has been tested powered with 3 AAA bateries in line, but it barely moves. justs somtimes 1mm and than falls back. 

 

I have tried it without the battery and or hard drive and or usb boot device.  AC is connected. 
Any suggestions. 
Wire colors are red black yellow blue.

I don't think a fan would stop a boot process but a processor installed incorrectly or maybe the power pins are off somehow would..

Sound like a power supply issue not a fan issue

Thanks for your reactions. It somehow works now without the fan. No idea why? But I'm in windows even. So for now no questions.......

It powered down again and I'm back stuck at not powering up. So seems like a power problem indeed.

Well as you said earlier that it works fine without the fan it could be something wrong with the header. The second time you turned it on did you do it with or without the fan.

It has run 2x now. once with fan connected once without. fan never turns. so no difference with the fan. 
second time I got a blue screen.

But after restart it doesn't boot again.

I'll take the notebook home and try a different harddrive.
