what are you doing with your pc?

gaming? no

browsing and what not? probably yes, but get a more silent model

if you wanna use your wattage efficiently for gaming, you're going to want to build a full size desktop as that normally gives the best performance per watt compared to those small toasters

-sigh- feeling like I'm being too negative lately

Assuming you get a high end gaming PC with 1 graphics card. Your computer is going to consume under load, something like 250-300W.

I don't know how costly your electricity is, but probably, especially that you will most likely not be pushing the computer non-stop under load, won't pay back Gigabyte Brix after 3-4 years.

If you are concerned about noise, instead of power consumption, than that can be solved by buying a good computer case with excellent air flow DESIGN (it doesn't means having 300 fan points, but rather the fans placement is well engineered), and you get high quality fans which you run at their lowest speeds (good fans will push more air at low speed than cheap fans). Getting a PSU that is 80Plus Gold certified, or Platinum, and that is about double the power consumption of your computer, will assure maximum power efficiency, and many of these PSU have the fans not even spin when your computer is not under load.

should I consider buying a low powered pc like the gigabyte brix to use to save money on the power bill since my system im putting together is gonna have a 650w psu with other high end parts. is it a good idea?

550W is probably more than enough for the build, and it doesn't draw 550W constantly. It draws only what the computer needs.
