PC won't stop rebooting

I just built a new HTPC and the PC keeps reboot cycling. The PC, itself, will not boot into the bios and won't allow the keyboard LEDs to light up. The only way I can tell it is rebooting is the fans restarting. After looking into it on the web, some say the bios is corrupted, but this is a new board without an OS. Any help is appreciated. 

 

The Specs are 

Gigabyte GA-78LMT

AMD FX-8150

Corsair CX500 

EVGA Gefore GT 730 

Crucial PC3-12800 CL11 8gig stick 

Adata SP550 120 GB SSD

You could try to rest the CMOS, if that doesn't work then I don't know what else to do.

Could be the power supply, because I've had a Corsair AX850 and had the same problem, but try resetting/clearing the cmos, it will probably fix the problem.

Shall give it a shot and report back.

Clearing the CMOS did not work. Does that mean the PSU is shot (from your experience before).

Make sure the reset button isn't pressed all the time. Just disconnect the front panel reset button from your mobo, it might be making contact somewhere.
