So:

1.  The tower/PC

2.  Monitor

2.  Keyboard/mouse?

3. OS (Windows)

4. Speakers/Headset?

...and the total for any/all parts needed please.

The 6600K, done properly, will be too much for a $700 budget.  This is without a power supply, storage drive, case and GPU:

$464

That doesn't mean it has to be included in the budget :P as he states that he prefers for it to be under so he has enough monies to buy the peripherals :D

Go for at lest a quad core CPU, AMD or Intel.

GPU what ever offers you the best performance or is on offer at your local PC shop.

The mother board will be what ever socket the CPU is , ie LGA 775.

The case depends on if you want to water cool or just use air, Aesthetics or performance, The cooler master case are the best for both worlds

A ssd with at least 80GB of storage and a mechanical drive if you are going tho have lots of photo etc

the power supply will just be what ever has all the right connections on it

Keyboard and mouse what ever you find comfortable to use personal i use a £2.50 USB mouse and a £5 keyboard that has lasted me for 4 years.

Monitor go for the size you like and has the right inputs for your use

Accidently pressed save while trying to go to another application

Have you tried turning it off and on again?

(p.s. if you do end up deciding to get a 390, wait for the benchies for the 1070 before jumping on it as it could be a lot better or about the same but no matter what, it will lower the prices for 390 so yeah :D)
