The Haswell unlocked i5 actually costs more than the newer skylake one so if you do have ddr3 and can sell/get it changed for ddr4, I would seriously recommend the skylake build. The motherboard in the skylake build is just my personal preference and it falls in within your budget so I went with it; you can probably find Z170 from other brands for cheaper.
