Steam Scheduling Downloads

So I'm having a problem where I'm trying to download some games and Steam is just deciding to download a few MB, then schedule it 5 minutes off, download a few MB, then schedule again. I found others having the same problem but no fixes here https://steamcommunity.com/discussions/forum/1/611696927907574027/  . I tried moving my download region but that didn't help. Any help appreciated, thanks.

Is this a recurring issue or is it just happening now? It might just be your ISP derping for a moment.

I just reinstalled Windows and Steam, so this is new for me. Actually, about 5 minutes after posting this topic, it seems to have steadied out and seems to be working again without that issue. As you said, it could be my isp messing with me.

are you playing a game while this happens? Also trove through the steam settings see if there is a box thats checked or unchecked that is applicable to what your talking about.
