Issues with CSGO,

I have tried both of your ideas, thank you.

Just loaded up dota 2 with ALL the settings on the lowest or off setting, it did the a similar thing to CS:GO.

This leads me to belive my GPU is infact the source of the events. 

Yay! Time to buy a 1080!

Here is how my game plays out:
I double click on the CS:GO icon on my desktop. The steam console thing says "Preparing to launch Count-Strike Global Offensive"...
The game opens full screen with the image of the counter terrorists in the background.
It begins to blur. Then it just stops.
I have sat and waited to see if anything will update of change for a good hour but nothing every time, it stays frozen.
When I press the windows key, going back to my desktop I proceed to press the icon on the bar along the bottom to launch the open CSGO game.
It open with the normal home screen, with news etc,
The "big" cursor jumps across the screen well behind what i am scrolling to. After about 2 seconds the cursor just freezes where it last stopped, leaving me control-less. 
This repeats every time i try to windows key, then open the game again!
Any ideas?
Anything is appreciated :)

Note: I have viewed lots of relevant post on the forum, nothing has helped my situation. I have deleted steam and re-installed it multiple times, then downloading CS again, the same happens again. Also, before this began happening the game worked perfectly fine, fine being playable.

I tried posting this on the Steam forums but as usually it is over populated with 10 years old's complaining of getting a VAC.

Hehe...not surprised :D, steam forums are completely useless now :( 

 

As for your actual problem, since you've already reinstalled CS a couple of times, verifying game cache probably won't do anything :/, maybe it's a GPU driver issue? Try reinstalling your drivers and see if that makes any difference...else usually, a reinstall should fix a problem like this...or even just restarting your game or computer :P.

do you have an Nvidia GPU? If so then try going to the geforce experience and mess  with the settings like resolution see if it makes any difference.

no problem! is your GPU still in warranty? if it is you should get it repaired or replaced.
