Audio sync

Hey, I need to sync some audio in a file I have.

 

The audio is fine for an hour (its a digital copy of a movie) but then its 3MS out of sync with the video.

What can I use to give the video a delay of 3ms AFTER one hour has passed?

 

Its a MKV file.

I would throw it into a editing program and sort it out manually.

 

Any names?

Only ones I can find can only add a delay to the entire file and not give me access to selecting where to add a delay...

Any video editing program, adobe premiere for example or even windows movie maker will allow you to cut move and adjust both the audio and video. I don't see the problem.

Windows movie maker doesn't accept the format.

Windows movie maker doesn't accept the format.

throw into a editing program that does accept the format. What else can I say?
