is it normal for a touch screen to be unresponsive without glass?

The digitizer is part of the top glass so it got removed when you took apart the glass so the new glass/digitizer is the replacement part:

Usually it's a sandwich of glass, with the digitzer in the middle that is then bonded with the Loca to the LCD directly, usually for bonded ones it's best to replace the whole front glass assembly and LCD as it makes things much easier.

How that happen?

You cna replace the whole assembly front glass LCD and whole, it wouldn't require working with glue or anything just screwing things in and maybe some tape at most.

i got the new glass, from a old htc m7 that still had the glass intact.

 

i just took it off the old one, to put on the new screen

lcd was fine, so i just glued the old glass to the new phone lcd
