I was told these builds could run any games 1080p 60fps while recording and it can also edit and upload videos to YouTube and i told the creator of these builds how is it so cheap dont you need a dearer one like this https://de.pcpartpicker.com/user/WhizleyGaming/saved/#view=VmkhP6 and he said 

"common misconception

used to be that way, not anymore"

 

Is he right can this build do what he said it could

There are some games that 2000$ computers can't run (batman arkham knight for example) so it's all up to perspective. 

Recording and playing ain't that taxing depending on what you use to record, Microsoft's Game DVR (exclusive to windows 10) is not that taxing and neither is Nvidia's Shadowplay (exclusive to their GPUs).

 

But editing and playing that is completely different beast as editing can take up huge amount of CPU resources and will make your framerate hug the floor.

 

As for the builds, they'll both run most AAA games at 1080p 60fps but not necessarily max settings while recording but definitely not while editing or rendering.

 

I would take this build: http://pcpartpicker.com/p/jqxFWZ because it has a higher end GPU.

But could you wait a couple of months? The new GPUs from Nvidia have just been revealed and look fantastic.

I will be buying the GTX 1080 OR 1070 when they com out and swapping them for the Fury R9

What did you mean swapping them for a Fury?
