Is the red bar on the VRM heatsink (below) removable?

My graphics card has a VERY thick backplate, to the point where the slot above it is almost unusable. In pictures like the second one above, it looks like it will definitely interfere. Here's my system with an AC wifi card installed behind the GPU:
