Win 10 hides Performance Log users?

I'm trying to add a user to the Performance Log Users group. After creating this test user called Perfmon User, I ran netplwiz and edited the user group from there.

However, once I click Ok and disconnect from my main account, the new user is nowhere to be found in the login screen.

In Process Hacker, the Run as command doesn't allow me to select that user account.

Is this normal?
