Streaming Question!

This is for a friend of mine :3 He is a streamer and he wants to know how he can improve his streaming experience with games. He has a 970. He said he can stream fine with some games, but other games he has to lower the settings to keep the stream at decent frames. 3: Now I dont know anything about streaming or how it impacts GPU's, but is there any way he can improve it? Is there an other bottleneck that I'm missing? His internet connection is fine, and all his specs seem up to snuff.

OBS, NVENC codec, 3500 bit rate, 30 fps, 720p. Wouldn't have a problem if they do that.
