More fins = more surface area to dissipate heat.

Less fins = less surface area to dissipate heat.

Depends on how much air is going through it.

 

I'd go for the larger radiator personally.

Longer rads do better than shorter thicker ones and ones that have higher FPI not to mention for the same cooling will be quieter as a short rad with high FPI needs higher RPM fans to achieve the same level of cooling.
