Okay but to be complety clear i have i Msi R9 390 i know it's from Radeon and not Nvidia but when i open up msi afterburner i can go in and set my fan setup to 0% at like 70 degrees

It depends on the card, but you will have to flash a modded bios in order to have 0 fan speed.

Hi a freind have a problem with his Msi Gtx960 armor 2gb. We want to turn the fans to 0% in msi afterburner but it won't let us. When we go under the fan control it won't let us go under 30 or 33% can't remember what % it was of these two. So my question is can it not go under the 30/33% mark or do i need to turn something on or off. If you want to help but can understand what i worte please say it beacuse i can try to explain it a bit better :)

Thanks

You can't set 0% fan speed manually, so it will protect itself for when you forget to put the fan speed up and you are going to play games.

Main gaming pc: Lian-Li Lancool II Mesh Performance - Ryzen 5 5600X - MSI GTX1080Ti Armor - AMD Wraith Spire RGB - ASUS TUF Gaming B550 Plus - Corsair Vengeance RGB PRO 2x8GB 3200MHz - 500GB M.2 (and a few other drives)

Gaming laptop: ASUS GL552VW: i7 6700HQ - GTX960M 2GB - 8GB DDR4 2166Mhz RAM - 1TB 7200RPM HDD

That's when you set it to auto, you can not set it to 0% by yourself to protect itself. Nobody can set the fan speed to 0% by themselves.

Well when it's not in auto it wont let me get it to 0%

You don't understand me, you CAN NOT set the fan speed to 0%. You CAN NOT, I CAN NOT, nobody can. Only in auto mode.
