Ctrl+alt+del

Click on the process tab then click show processes for all users. Whatever is using the most CPU resources is your problem.

Right click on it and hit properties to find it's location

None of my programs are running alot. IE. skype and steam. idk why my gpu usage is 99% base.

What software are you using that displays the 99% load? Use another piece of software and see if it also shows 99% load, it could just be a glitch.

What software are you using that displays the 99% load? Use another piece of software and see if it also shows 99% load, it could just be a glitch.

I currently use ASUS GPU Tweak. But i will try MSI afterburner. Installing right now.

 

EDIT: i dont thinks its a glitch as well since gpu temps at idle at 99% are 68C

aha. Asus is known for having quite a few glitches that do these things. In AI suite 2 it says my mobo is running at 127C. I'm sure you're gpu is fine and if it isn't then this is quite the mystery.

I have downloaded afterburner at it confirms that my gpu usage is indeed 99% base.

One thing you can try, and I can't guarantee this will work because you are experiencing this with your GPU, but if you are on a Windows 7 machine (I'm sure this will work for some other Windows operating systems as well), go to the start menu and search for resmon this will show you what programs are using how much data. 

I believe resmon only shows what programs are being used with RAM, CPU, Disk drives, and network though. 

 

Did this program randomly start happening? Or did you download a program like Bit Miner, or Folding@Home?

I had this problem with my 780 for a while.  I'm not sure what card you have or if this option is available on other cards but my problem was that i turned on k-boost on by mistake.  My gpu would always run a max clock speed with it on.  I turned it off and now it will idle at normal clock speeds.

Have you tried updating/reinstalling your display drivers?

Download Process Explorer, run it and open System Information window by pressing Ctrl+I. Check which process is utilizing your GPU like in screenshot below.

i just built this computer like a week ago. and i have downloaded a lot of things.

Is the fan loud? If so is the air coming off the card really warm?

its really hot. Idk but there are rare occasions where the temps are really low(37c idle)

the program reads that my gpu isnt running @ 99% confused now -.- also all the procceses are within chrome... and there was a 100% gpu usage spike with chrome as well.t06mcy2.jpg

also i experimented a bit with GPU Tweak. I lower all settings(ie. boost clocks and memory clocks all the way to the lowest points) Screen would turn all colorful in a bad way, Nvidia would fix it. I put all GPU setting back to stock and then the gpu usage would read 0% and when i run league of legends i experience alot more FPS up too 400. with 30% avg GPU usage. But i still dont know how to fix. Also the temps have significantly dropped from 68C 99% GPU Usage to 37C 30% GPU usage.

disable ULPS in regedit, fixed it for me.
