Creating a RAID array with flash drives is a HORRIBLE idea. Since they can fail easily and are not designed for the strain of being in an array. Either way, you can create an array by going to "Create and Format Hard Disk Partitions" in windows.

i tried this a while back, aiming for raid 0 as to keep some data as "missile keys" between me and a friend. ITS A RABBIT HOLE OF SELF INFLICTED FRUSTRATION WITH LITTLE REWARD

maybe in linux or OSX or with some small external hdds 

Aside from saying "I did it" there really aren't any practical uses 

If you want raid 1 just set task to clone or copy data

if you want 0 just buy a usb3.0 since software raid with the speeds of thumb drives and the ghetto rigging needed isnt really that fast
