if the PSU was as old as the e7500... the PSU might be doing it too... PSUs have changed a lot since Haswell came out for Haswell power state support. Older PSUs can power Haswell systems but can't do the power states. I know the new board runs an AMD CPU and I don't know a whole lot about AMD but if they have similar power states... It might be effecting it, the board may be getting dirty power from the PSU and it could cause electrical interference, plus older PSUs and quite different EMI shielding which could also cause the interference.

you didnt read all the comments, the psu is a vs 550, its sort of "new" psu. so i've found out that this sweex card is really good doing the counter measure of the annoying sound.

Oh sorry  I didn't see that, yeah that shouldn't be the problem then. Are all her components and cables  properly shielded inside the case?  The way it sounds something is definitely pumping some kind of interference in to the motherboard and it might be a loose wire or something.  That's the only thing I could think of if not even USB works

this is a usb sound card and it is working fine so far, better then the other one. Probably i have to fix her something like this, this one is from my job.

 OK then, stick to the USB if that works for her,  that is your best guaranteed option

No, plus if the motherboard has built in sound it might not have the interference like the current board anymore and you won't need the USB

Before you buy amp and dac.  My thoughts on the M50x  Ultimate Ears Reference monitor review I might have a thing for audio...
