Must I use Steam?

So, I've fought DX9/12 for months now. I use an a8(r5 graphics) with win10 and so naturally there was no directX9 on it, I've tried installing several games and they all nag about a DX9.dll and we can question where I get the games ;) 

I've tried the various compatibility packs, the fix by MS, and customer support basically told me "sorry you're screwed". If I recall steam downloads/installs include the needed support files, but I have less than a quarter of a megabyte upstream  and my a8 with r5 graphics wont be running gta5 anytime soon, so I don't really see a need for steam. 

Do I really need to use steam to get games to run?

better yet, can you recommend some decent games that dont need DX9 or more than a minimum internet connection?

AMD's integrated graphics support DX9. They would need to support it as many games utilize DX9 as an API, including Skyrim. It seems like you are pirating games, which we highly discourage on the forum and we will actively lock/remove any threads that encourage or enable piracy.

You don't need steam at all to run games on, a good chunk of games don't require steam
