Why do you need a 2nd laptop? for 200 just buy a 2nd battery or car charger(if power demand allows). 

Otherwise in that budget just buy used from someone local, you'll get better specs and used laptops can be just as good since people are fickle.

200$ is just enough for a used X220. It has a 35W CPU, so it still outperforms some Ultrabooks (and almost all Chromebooks). The X220 is available with several battery options and has one of the best notebook keyboards. Some configurations also have an IPS display. The 6c battery will last about 4-6h, while the 9c battery will give you about 9h.

many videos can be played either by downloadable players or with some slight effort such as here

and powerpoint is countered with google slides which has advantages and disadvantages 

so, better than an apple 

as mentioned an x220 should be about 180ish 

if you hate lenovo as some do you could probably get something like this

Chromebooks, at least the ones that don't run ARM, can run just about any Linux distribution you can throw at them, and with custom firmware some can even run Windows and, to an extent, OS X. If you're curious, the fine folks at /r/GalliumOS, of which I am a part of, have created a Xubuntu-based Linux distribution fine tuned for Chromebooks. You might also want to check out /r/chrultrabook for more general purpose Chromebook hackery.
