It should be due to the rifle bearing fan and passive fan profile (with a zero RPM fan mode).

it should do fine, if you want silence you can opt for EVGA G2 550W, and turn on the ECO mode

 

and ithe RMx is by no means a "budget psu" `-`

The build looks fine aside from the SSD. It's not good.

 

Get an A-data SP550 instead.

It's a bait and switch product. The quality and speed aren't that good when you compare it to much better options.
