i uninstalled all AMD drivers now all I'm getting is these red blue and yellow blocks on my screen just very distorted images and I can't login to my computer after the Windows symbol and before I get to the red blue and yellow blocks the Windows logo goes all over the place and is distorted

uhh, sounds like a display driver issue tbh from your old thread and the current one

 

if you cant even login to windows

try unplugging the gpu and run from igpu, uninstall amd's drivers with ddu and install the latest driver and plug your gpu back and see how it goes

 

worst that can happen is that you just re-install a fresh copy of windows `-`

assuming your r9 390 isnt DOA

or the psu isnt fried by the 390

-sigh- feeling like I'm being too negative lately

How am I going to get new drivers if the GPU is not plugged in?

or you can just uninstall it and plug your gpu back, i suspect the amd driver is corrupted

install the new driver after you plug it back

just plug your  6970  back in download the drivers for the 390 install them turn off the computer swap out the gpu and see if it posts
