cpu fan controller question

long story but basically my PC doesn't control my cpu fan speed for some reason it just sits at 1500rpm what ever the temp, and yes it is a 4 pin, yes i have changed the fan and tried everything under the sun and mean everything. my only option left it to buy a fan controller, my question is can i use a 3 pin fan controller on the cpu fan header and will the pc work because it will be wanting a 4pin? i can get the 4pin fan to work with a 3 pin controller, but will the pc let me me run it because it, because it will want a controllable cpu fan a.k.a a 4pin. some advice would be nice or any other ideas.

My eyes....they burn.

3pin and 4pin are the same, the 4th pin is there for controlling the speed, the 4pin header will work with or without it (just the 3pin one will not be controlled and run at 100%)

 

Stupid question ,but have you set your PC in the BIOS to control the cpu fan? (something like 30% at 50c etc) and is it plugged into the CPU_FAN header, also is the CPU_HEADER 4 pin or 3pin? I couldn't tell from the text....

If you don't tell it what to do in the BIOS it won't do anything....

yes yes and yes. and i know what the difference is between a 3pin and a 4pin. my question was will my pc run with out having a single 4 pin fan connected to the cpu fan header or anywhere else for that matter. the reason i am going to have to use a controller is because no matter what cooler i have on their the fan stays at 1500rpm and it makes my temps unstable and on a few time has lead to a overheat.
