CPU spikes

Hi,

 

I've been cpu spikes a lot recently after the pc has been on for a few hours and it causes windows and programs to lag as you'd expect. I've checked task manager and there's nothing unusual happening. I noticed that if I have either Steam running downloads or utorrent running that's when it lags. It's not a bandwidth issue as both are limited to 500kb/s.

 

Is there a program where I can check what's causing the CPU to spike?

Lounge PC CPU: 4790K MOBO: Asus Hero VII GPU: EVGA 3060 Ti PSU: Corsair RM650 RAM: Kingston HyperX 16gb Storage: 970 Evo 1TB
