I doubt it, the cpus are rated around 6-10watts and are passively cooled by default

Those are just motherboard stand offs, and he appears to have stacked them by screwing 3 into eachother.

Serial is actually still used alot. to be honest in some cases (such as in a retail computer/POS) Serial is actually preferred as it has a locking connector, unlike USB. (i.e. if your integrating eftpos terminals to POS software - Quest, PC-EFTPOS, etc etc).

your com1 port on 95% of motherboards that have a com port. get a serial header and it should just work (DB9 does anyway), it is normally next the the front panel audio.
