So a few months ago, my brother tried to reinstall Windows 10 onto his laptop. He messed something up and now it keeps rebooting during instalation. The laptop will restart go to its splash screen then show this a screen like this for a second then shutdown:

It is stuck at 64% and Configuring Settings is at 0. I am pretty sure he unplugged his USB during install and possibly downloaded it to the wrong partition on his drive. 

Also, I can't get into boot menus or BIOS, the keyboard won't do anything.

Just let it die or turn it off for a few, if nothing else pull the drive. Then once in the bios format the drive and burn a new boot drive from a new iso since it may be bad and try again.

Lol. It has been dead for months. I will probably just take out the drive out if I can't figure anything else out.

Were you able to get to the bios before? some laptops have a button on the side for it.

Idk my brother was the one that did it. I don't think he would be able to if he wanted to. There isn't a button on the side and it won't let me in when I boot.

You can't be doing a fresh install if you can't access the boot menu. How is the drive formatted? Are you using USB or DVD to install the OS? It looks a lot like you need to wipe the drive or at least the OS and install from scratch. If you don't have a keyboard that works then you'll have to go get one.
