So my GPU is getting hotter than I would have initially liked so I want to put a fan under it to see if my temps improve. Should it be an intake out exhaust?

exhaust wouldn't make sense, hot air rises and all that bullshit.

so intake would be best, but after looking at the pictures of your rig, I don't see why you're having such bad temps, you've got a good bit of air going to the card. So...I'm not sure why you're really getting so high up there, but I say go ahead and try the extra fan.

If there's a mount on the bottom next to the psu you can try using it as an intake. Dual 120mm's should provide enough air for the gpu. If you feel like the gpu is re using the hot air get a better fan to push air out the case. Better fans might help but 80c seems too hot for that configuration. How are temps with side panel off?

Thanks for being the first person to answer my initial question.

Better, which supports my hypothesis of bad airflow in my case

if it's bad air flow then I'd go with your original idea of a intake on the bottom but also add a extra exhaust on top (hot air rises, again)

this way you'll have more means to get rid of that hot air, which seems to be the biggest issue here.

no problem, I know the pain of asking a specific question on here and someone going, "WELL, LET ME WRITE YOU A BOOK ABOUT THE ALTNERATIVES." it's helpful sometimes...but not what you asked for.
