Explaination:

 

Hello, i am having a pretty large issue with my rig, some games do not use 100% gpu like borderlands. It all started when i bought my new r9 390, i was happy but then i booted up far cry 3 and i saw that i had like 40fps on max settings after lots of troubleshooting i came to the conclusion that my gpu wasn't being used to its full potential, other games had it too like the forest and even unturned. 

 

GPU usage never above 80% after lots of stressing about what it could be with several posts on Reddit and other forums. I decided to test everything at a friends house. We tested like 2 or 3 games and they all worked like they are supposed to, so i bough a new PSU while most games are fixed, there are still games having the issue below some examples

 

 

Specs: 

 

CPU: i7 2600 (non k)

GPU: GIGABYTE r9 390 8gb

RAM: HyperX fury 8gb DDR3

MOBO: Asrock h61m-dgs

PSU: Corsair G650M (650W)

 

 

Examples:

 

Borderlands 2: 50 - 90 % gpu usage AVG: 55%  AVG fps: 80 CPU1 usage: 70 - 98% (some sort of bottlenecking?)

 

Far cry 3: 40 - 60%  gpu usage AVG: 50% AVG fps: 60 CPU usage: (not tested yet)

prolly cpu bottlenecking

try killing some background software and run the games again, see if that helps

The CPU is leaving the 390 at 60% on Far Cry, pretty shure killing defender and some random stuff won't do the trick.

An 2600 is really old, and this one cannot be overclocked so it might not bottleneck because it isn't a K edition.

it cant be overclocked so it cant bottleneck?

you're saying overclocking causes bottlenecking? o-o

 

the 2600 is old, but it should still be able to play games without issues

No? I'm just saying that my pentium bottlenecks my 270 aswell.

My Pentium G3258 bottlenecks my R9 270 in GTA V to 83% even at max CPU OC.

Maybe upgrade CPU to a newer generation?

First, an i7 2600 should be fine for an r9 390 IIRC and it only happens in a couple of games, in fo4 i get 60fps maxed out easy, same in the forest wich are pretty demanding games, but if its hitting against the 100% on borderlands 2 it could be .

Maybe Fallout 4 is less cpu intensive, never really tested the game because I don't like fallout but maybe its more focussing on GPU and less on the CPU.
Borderlands isn't that graphical and will be using more CPU than GPU I guess.

That could be, the only thing to rule out now is ram and if that doesn't fix anything then its the cpu, is an i5 4460 enough to do the job?

Yes, The i5-4460 would have a better performance competing against a i7-2600

Let me remind you: Upgrading to a 4th generation requires you to upgrade the motherboard to 1150 aswell!
