You can try to remove the internal heat spreader and apply your own thermal paste

however that would obviously void your warranty and could potentially damage your cpu rendering it dead

results vary from 2~20 degree drop so try at your own risk

The TIM used in between die and the IHS is not the problem! It is the amount of space between the die and IHS!

Pretty much it is the glue holding the IHS to the PCB's fault.
