1tb hdd to 250 gb ssd ?

so my new laptop has a 1 tb hdd and i have a 250gb ssd is there anyway i could take all of the files of the 1tb hdd including the OS and put it onto the ssd using the samsung software with the ssd then put the ssd back into my laptop

You can't clone a drive to a smaller one. You need to resize the partition, assuming it's still possible (windows has the bad habit of scattering stuff all over the drive).

It probably shrinks the partition before cloning it, which is only possible if Windows hasn't scattered page files all over it.
