It's not a bad thing, temperatures above 85-90c are a bad thing, 100% cpu usage isn't bad :)

nope, that good. My 970/xeon is running sometimes days at 100% while rendering with blender. as long as they cool, this isn't a problem

well i tried running at 100% with all my fans turned off, it thermal throttled at 99c, not a very nice temperature for your cpu :)

From what I know, Vegas Pro 13 can only use CUDA acceleration on Fermi type card (4xx - 5xx).
Kepler's and Maxwell's are not actually accelerating anything.

and i've turned off all my casefans because they make noise and my cpu does fine without them :) (not going above 75c when putting it under a continuous 100% load)

A bit late, but here's a tip:

 

If you want to use your PC whilst you are rendering (I can play BF4 on ultra whilst rendering and still be fine, but it depends), then you can:

- Open Task Manager

- Go to the "Details" tab

- Find Sony Vegas

- Right click it --> set priority --> Below Normal OR Low

 

This makes sure that processing of other applications is done first and then resources are given to the rendering program for every clock cycle. This will not slow you down significantly during browsing, but may do so during gaming.
