Soo when i play league of legends and no one is using the internet, my ping's about 23-28. But when someone uses it, even for basic web browsing like google or facebook or even twitter, it just goes up to 300. I have a 2mbps dsl connection (philippines internet is really like this) but about a year ago, i had a 1mbps internet connection, yet even when they browse or even watch youtube, my ping stays the same. 

Note: I was using a router for my 1mbps internet connection, now the router of the 2mbps connection is the one that came with it.

Can i fix it? I have an extra router. Should i use it? and if so, what do i do with it.

Sorry, but at 2Mbps (250KB/s), doing any sort of web browsing while you're playing an online game will cause your ping to go up due to less bandwidth being available for the game itself.
You could try creating a QoS setting in your router to prioritize your network traffic over others.
