format and reinstall?  Unless you've got one of those super FBI viruses that actually infects the HDD firmware... but that's pretty unlikely ;)  Only in that case would you actually need to replace the HDD physically.

The chances of a virus destroying physical hardware are slim. I refuse to say "impossible" but the chances are most definitely slim. Try running MalwareBytes in Safe Mode. The virus is less likely to be able to run in Safe Mode due to Windows only loading what's required.
