It looks like you're running on stock settings.

Uninstall XTU and use BIOS settings. There are only few which you should start with. Those are CPU Ratio, CPU additional voltage and voltage mode.

First find out stock voltage under FPU load. For example it's 1.17. You should add 0.080 of adaptive voltage to get 1.25V. 

Then try setting to 4.6, 4.7. 4.8 probably won't even boot. When you found your stable clock, try to decrease voltage a little bit

For example my cpu runs 4.6@1.22V.

what CPU cooler are you using?

there is not any set plug-n-play settings as not all CPU silicon is the same, hence our silicon lottery.

 

XTU is fine, user is synthetically loading the CPU in adaptive mode (not supposed to do that).
