Does Powercolor makes a good cards?

Their pcs+ 290x was one of the best, so yes. Just try to avoid customer service, they aren't too well adept in it.

Their cards are "okay." They tend to be noisy but do a good job of cooling.

Think of it as the more noiser brother of Sapphire cards. The cooling is pretty solid, especially for the PCS+ models.

@don_svetlio do you know whats the radiator fan size of Powercolor R9 390X Devil edition? is it 120 or 140, cant find it though.

120mm I believe. Considering that 1 120mm radiator can cool 2 of those cards, there is no need for more

390X and 290X Crossfire is possible but ill advised - you are much more likely to run into issues with cross-gen crossfire than with the same gen. 390X 390X is better than 390X 290X

what about 390X and 390?

and can I combine this powercolor 390X in a different brand but the same 390X and  different core clock if I can whats the disadvantage rather than getting exactly same model and same clock speed?

Yes. 390 and 390X works fine
Yes, you can mix and match brands easily
Core clocks equels out itself between cards
