Can a admin or mod help me create a profile picture?i don't really know how to link pictures

Just go in your profile (top right, click your name, then on "profile")
From there you will see your default "avatar" on the left, with a smaller button in the bottom left of that avatar that says "profile photo", you just click on that to change it.

I believe this link should work to send you directly to it.

I don't know how to link the picture I don't know none of those websites listed on it I just want a admin or mod to help me create one.

This is not something that the MODs or Admins will help you with. It is your responsability to setup your own profile. Start by clicking on your user name in the top right. Then choose profile. Then where your avatar / profile image is click on profile photo. Then you can choose to upload a file from your computer. Or you can choose to link to a photo from another website. If you need to know the address of a photo you want to use you can right click on it and choose "Copy Image URL". That will copy the link to the image that you can use to set it as your profile picture.
