CPU making scratching noises

My CPU is making a sort of scratching noise, a bit like what a hard drive makes.

Does anybody know what it could be?

Laptop: HP Pavilion 15 'Gaming' - Intel Core i7 6700HQ - 16GB RAM - 480GB SSD - NVIDIA GeForce 950M 4GB - Half Decent 15.6" 1920x1080 Display

 

Desktop: Currently non existent

 

 

Phones: Bush Windows Phone (Yes, that's Argos' own brand) - Samsung Galaxy S4 (Currently just an alarm clock) - 2 x Vodafone Smart Ultra 6 Silver

CPU cooler?

I disconnected the fan and the noise was still there, there are no moving parts in the PC, It has an SSD and no optical drives

It could be some sort of coil whine or something else such as the needle on a hdd.

hmmm anyway to record the sound you are hearing? and posting it?

 

Edit: After thinking about it, and some research online ,, maybe the power supply  is rippling   or not being efficient with the power delivery and causing an  audible noise between it and the cpu,

Sounds like coil whine more than anything else. Could come from the PSU, fans, motherboard, or other hardware.

As others have said, it's probably coil whine.
