It's likely due to the amount of detail in the video.

 

If you didn't know this, YouTube videos are compressed. When you're watching a video, a compression algorithm basically tries to optimize the video quality with the bandwidth allowed. When you have a lot of things going on, it can sometimes become "confused" and you get this blocky effect that you're seeing, and that I've been seeing in a lot of gaming videos. It's been there for a long time.

Are you talking about in-game cinematics on YouTube or in video games running on your machine?
