My buddy is building a PC, and has an old WD 1TB Green HDD. Will that be able to be used on a new build? If yes, will anything need to be done to configure it to work, and should it be wiped clean?

Yes, he can use it on the new build. During the installation of Windows, you can wipe it there when messing with the partitions.
