So, I want to build an editing rig. Right now, I'm using Premiere Pro CC and using 1080p full HD footage, mainly at 24 and 30fps. I've chosen an R9 390 as my GPU (for those who say I should be using a 970, see Linus' video about video cards in Premiere Pro,) and 16GB of DDR4. My question is, should I get a 6600K or a 6700K? The videos I make are max. 10-15 min. Also, since I'm editing such short video, would a 6500 be enough?

All three CPUs you mentioned will work, just a matter of the performance you want.  So get whichever CPU you want.

? The video basically said it doesn't matter which you choose.
