Slow speeds first time connecting

Hey all the issue I faced was when I plugged my new PC into the Ethernet cable for the first time specs for other clients on my network dropped dramatically. I have network drivers etc installed but I'm unable to test if I get the same results with using wifi as I don't have a wifi USB dongle not a eifi PCI card. I defiantly know it was my PC causing the slow bandwidth to other clients because as soon as I ejected the Ethernet cord out my PC speeds returned to normal. I have one thought that it may be because it's been the first time it's downloading things such as Windows update etc but I'm unsure if this is true. What may be causing this issue?

When you plug in your network cable, how does the network usage look on your computer?

Is it the network that is getting slow or is it the internet?
