GPU clock locked after driver crash Help Please

I was playing Cities Skylines and the nVidia drivers crashed twice then crashed my game. I rebooted then opened Cities again and once i opened my map the frames were terrible. I opened msi afterburner and my clock speed is locked at 405mhz. How do I fix this? Do I reboot again?

The card is in "safe mode" just restart your computer. If you've OC'd then adjust your clocks down
