Pretty sure there are a LOT of people, including myself.

Gaming - Ryzen 9800X3D | 64GB 6400mhz cl30 | 9070 XT

Homelab - many servers...constantly changing.

No, it has no effect on my overclock, for better or for worse. Its just the OS. I did overclocking on winodws 8.1 too before upgrading if that matters to you.
