Wanting to Build a Gaming Desktop

Hello! 

Whats up? So recently I have noticed that my laptop does not work for any of my gaming needs anymore. I can't play any games without lag or them not even working. I would like to build a computer that could run almost all games at 60fps at medium-high settings. My budget is $1000 USD and I  need a version of windows. If you could respond with a build or any suggestions that would be amazing. Thank you for the help and have a good rest of your day. :D
