Chrome Video Playing Not Working

I am trying to watch YouTube videos and the video will never load, even when I completely restart chrome, it works completely fine on my phone. Vessel also does not work, when I try to play a video it will start playing fine but then the video itself stops but the sound keeps playing, then a few seconds later the audio stops as well as the video and "tries" to load like YouTube...

Try resetting chrome to defaults: go to settings, scroll down, click show advanced options, scroll down to the bottom, click reset. should fix it.
