Sure, not a Hubsan X4 though :)

Well that's for practice so you don't break a really expensive aircraft. Practice is a beautiful thing. Everyone will crash, but learning on something cheap is much cheaper than crashing something expensive and having to pay a lot to fix it or worse, buy another one.

i want to get a drone because i think there cool and i can take cool pics with it. what is the best drone for lets say a 600$ budget?

you should definitely look at the dji phantom 3 standard.. i think its somewhere at $450, and you can get a extra battery and backpack in your budget.

i have no idea on how to build a drone....

Check out dronexlabs.com for kits to build drones and for build logs on their youtube channel. Also painless360 on youtube is a great drone resource. But yeah building a drone is gonna be cheaper and way better cuz you can control the quality as well as know how to fix it when it crashes. And trust me you will crash it is inevitable for any rc pilot. But yea that's for smaller racing drones but once you figure out the electronics they carry over to full size photography drones for a much better cost
